NoteThis guide gives you an overview of the process, so you know what to expect and can take each step with confidence. Things might change over time as authorities come up with new rules and fees. Before you apply, pay or sign anything always check official websites or call the respective authority if things are not clear. This guide was last checked in October 2026.

Your residence permit card got you into Sweden. The next thing you need is a personnummer, the ten-digit Swedish personal identity number. Banks, BankID, doctors, phone companies and housing queues all ask for it, and in practice very little works until you have one.

You get a personnummer by being registered in the Swedish population register (folkbokföring) at the Swedish Tax Agency, Skatteverket. This guide walks through who qualifies, what to bring from India, the visit to the service office and what to do while you wait.

The journey at a glance

  1. Check you qualify: you plan to live in Sweden for at least a year and have a valid residence permit.
  2. Collect documents in India: passports, marriage and birth certificates, work contract or admission letter.
  3. Find a real address: a place you live and sleep, with your name on the door or postbox.
  4. Notify Skatteverket: fill in the "Moving to Sweden" e-service soon after you arrive.
  5. Visit a service office: every family member shows up in person for an identity check.
  6. Wait for the decision: about five weeks before a caseworker picks up your case, sometimes more.
  7. Get your personnummer: by letter to your Swedish address. Then apply for an ID card, a bank account and more.

Step 1: Check that you qualify

You are registered and get a personnummer if both of these are true:

  • You can be expected to live in Sweden for at least a year. Skatteverket looks ahead: will you regularly spend your nights in Sweden for a year or more? Your work contract or admission letter shows that.
  • You have a valid Swedish residence permit. As an Indian citizen you need one to be registered, and you show your residence permit card at the service office.

What about a permit that is shorter than a year? The card's dates are not a hard limit. Sweden's highest administrative court has ruled that a permit of less than a year does not on its own stop you from being registered. What matters is whether you can be expected to stay for a year. A student on a one-year permit for a two-year master's, for example, can show the full programme length with the admission letter.

If you plan to stay for less than a year, you are not registered. You may get a samordningsnummer instead (see below).

Step 2: Collect your documents before you leave India

Some of these are hard or slow to get from Sweden, so sort them out while you are still in India. Bring originals. Skatteverket takes copies at the service office and gives the originals back.

For everyone:

  • Passport. The one you travel on, which is also the one on your residence permit.
  • Residence permit card (UT-kort).
  • Your reason for moving: your work contract, the Migration Agency's decision on your permit, or your university admission letter.

For your family situation:

  • Never married: you do not need any civil status documents.
  • Married: your marriage certificate. A certificate from a government marriage registrar is the safest choice. If you only have a religious or community certificate, register the marriage with the registrar in India before you move. It is much harder to arrange from abroad.
  • Divorced or widowed: the divorce decree or the death certificate.
  • Children under 18: a birth certificate for each child that shows who the parents are, and any custody decision if there is one.

Skatteverket can ask for more documents if it has doubts about one, and that is the most common reason for a slow case. Check that the names and dates of birth on your certificates match your passports. If they do not, for example because of a different spelling or a name with no surname on one document, carry anything that links them, such as an older passport or an affidavit. Skatteverket does not publish a general apostille requirement for Indian certificates, but getting your marriage certificate apostilled by the Ministry of External Affairs before you leave does no harm.

Step 3: Get an address Skatteverket accepts

You are registered at the address where you actually live and sleep. Skatteverket needs:

  • The full street address, with the four-digit apartment number (lägenhetsnummer) if you live in a flat. It is usually on the door or in your rental contract.
  • Your name on the door or postbox. Put a name label up as soon as you move in.
  • The name of your host if you live in someone else's home.

"c/o" addresses are not accepted, and nor is a hotel or your employer's office. If your first months are in a short corporate flat, ask whether you can be registered there before you sign.

Most newcomers rent second-hand first. Make sure your landlord is fine with you registering at the address, and keep a copy of the contract in case Skatteverket asks. Our housing guide covers how to find a first home.

Step 4: Notify Skatteverket online

Notify Skatteverket as soon as you have arrived and moved in. The law says within a week of moving to Sweden, and every week you wait is a week later for your bank account and BankID.

  • Use the "Moving to Sweden" e-service on skatteverket.se. It is in English, and it tells you which documents to bring to the service office.
  • Each family member needs their own notification. Both parents notify for children under 16, or one parent with the other's written consent. Children aged 16 and over can notify for themselves.
  • If you cannot use the e-service, you can hand in the notification at the service office visit instead.

Step 5: Visit a service office for the identity check

After you notify, you and every family member who moved with you have to visit a state service office (servicekontor) in person. They check your identity against your passport and take copies of your documents.

  • Booking: some offices let you book a time on skatteverket.se. You can also walk in, but the queue can be long, especially in Stockholm, Gothenburg and Malmö. A smaller office nearby is often quicker.
  • Bring: the original documents from Step 2 for every person, including the children.
  • Check the details: make sure your name is spelt exactly as in your passport before you leave. Fixing it later takes much longer.

Step 6: Wait for the decision

Skatteverket currently says it takes about five weeks before a moving-to-Sweden case is assigned to a caseworker. Cases are handled in the order they arrive, and nobody can be prioritised, not even if your employer asks.

It takes longer if Skatteverket needs more information. They contact you by letter, email or phone. Answer quickly: if they cannot reach you, they cannot finish your case and you will not get a personnummer.

While you wait:

  • Sort out your first salary. Without a Swedish bank account, ask HR before your first payday how they can pay you. Many employers have handled this before.
  • Use your health insurance if you have one from your employer or university. Without a personnummer you may be charged the full price at a clinic.
  • Keep checking your postbox. The decision comes by letter to your registered address.

Step 7: Your personnummer arrives

Once you are registered, you get a letter with your personnummer. It has the form YYMMDD-XXXX: your date of birth followed by four digits.

Then work through the next steps, roughly in this order:

  1. Apply for a Swedish ID card at Skatteverket. Banks usually want it before they give you BankID. See our ID card guide.
  2. Open a Swedish bank account and get BankID, which you need to log in to almost everything.
  3. Get set up with Försäkringskassan if you have a family, for child allowance and parental benefits. See our Försäkringskassan guide.
  4. Choose a vårdcentral (health centre) and join the housing queues. See our healthcare guide.
  5. Apply for SFI, the free Swedish course, through your kommun. See our SFI guide.
  6. Plan your Swedish driving licence. Your Indian licence stops being valid one year after you are registered. See our driving licence guide.

Whenever you move house within Sweden, tell Skatteverket within a week. Once you have BankID you can do it online in a few minutes.

Our free Sweden newcomer checklist puts all of these in order and tracks what you have done.

The samordningsnummer: if you stay less than a year

A samordningsnummer (coordination number) is an ID number for people who are not registered in Sweden. It looks like a personnummer, except that 60 is added to the day of birth.

  • Who gets one: people who need an ID number in Swedish systems but are staying for less than a year, for example a short work assignment or an exchange semester. A university, an employer's tax filing or another authority can request one for you, or you can apply yourself if you can show you need it and have a connection to Sweden.
  • Identity check: you visit a service office in person, as for a personnummer. Bring your passport and your residence permit card.
  • Waiting time: Skatteverket says up to six weeks before an individual application is assigned to a caseworker.
  • Validity: five years. After that it becomes dormant unless it is renewed, and renewing a dormant number means a new identity check in person.
  • Limits: it does not make you registered in Sweden. You do not get the rights that come with folkbokföring, and many banks will not open an account or give BankID with only a samordningsnummer.

If your plans change and you end up staying a year or more, notify Skatteverket that you have moved to Sweden. You then get a personnummer, which replaces the samordningsnummer.

Common problems

  • "We cannot register you at this address." Usually a c/o address, a missing apartment number or no name on the door. Fix it and tell Skatteverket.
  • A request for more documents. Often about a marriage or a child's birth. Send what they ask for quickly, and if you do not have it, ask what else they accept.
  • A different name on different documents. Common with Indian names, for example a surname on the passport but not the marriage certificate. Bring anything that links the names, and check how your name is registered at the visit.
  • Waiting much longer than expected. Call Skatteverket and check whether they have sent you a letter or email you missed.

Common questions

Who can get a personnummer in Sweden?

Anyone who moves to Sweden and can be expected to live here for at least one year is registered in the population register (folkbokföring) and gets a personnummer. As an Indian citizen you also need a valid Swedish residence permit. If you plan to stay for less than a year, you are not registered and may get a samordningsnummer instead.

Can I get a personnummer if my residence permit is shorter than a year?

Possibly. Skatteverket looks at whether you can be expected to stay for at least one year, not only at the dates on the card. A student on a one-year permit for a two-year master's, or a worker whose contract is longer than the permit, can show that with the admission letter or work contract. If your plans are clearly shorter than a year, you will not be registered.

How long does it take to get a personnummer?

Skatteverket currently says it takes about five weeks before a moving-to-Sweden case is assigned to a caseworker, and it can take longer if they need more documents. Counting the time to get an appointment, most newcomers have their personnummer within two to eight weeks of arriving.

Which documents do I need to bring from India?

Your passport, residence permit card and the reason you are moving, such as your work contract or admission letter. If you are married or have been married, bring your marriage certificate, and if you were divorced or widowed, the divorce decree or death certificate. For children under 18, bring their birth certificates. Bring originals: copies are taken at the service office and the originals handed back.

Does my Indian marriage certificate need an apostille?

Skatteverket does not publish a general apostille requirement for Indian certificates, but it can ask for more evidence if it has doubts about a document. A marriage certificate issued by a government marriage registrar is the safest choice. If yours is only a religious or community certificate, register the marriage in India and get the registrar's certificate before you move, since it is much harder to arrange from Sweden.

Do I need to visit Skatteverket in person?

Yes. After you notify Skatteverket, every family member, children included, must visit a state service office (servicekontor) for an identity check. Book a time if your office offers bookings. You can also turn up without a booking, but the wait can be long.

What can I not do without a personnummer?

Without one it is hard to open a bank account, get BankID or a Swedish ID card, sign a phone contract, join most housing queues, apply for förskola or use public healthcare at the normal patient fee. That is why it is the first thing to sort out after you land.

What is the difference between a personnummer and a samordningsnummer?

A personnummer is for people registered as living in Sweden. A samordningsnummer (coordination number) is for people who need an ID number in Swedish systems but are not registered, for example because they stay less than a year. It does not give you the rights that come with being registered, and banks are much less willing to work with it. It is valid for five years and can be renewed.

Will my baby born in Sweden get a personnummer?

Yes. A child born in Sweden to parents who are registered here is registered automatically and gets a personnummer. You do not have to apply. The hospital reports the birth to Skatteverket.
